UP DSP Beaten Up Before Being Shot Dead: Post-Mortem
As questions remained today whether the killing of DSP Zia-ul-Haq, in which Raja Bhaiya has been booked was planned, a post-mortem showed the victim was beaten up before being shot dead.

The post mortem examination report of the police officer has revealed a dozen injury marks, including a bullet injury, while the wife of the slain officer has rejected the report claiming that her husband was shot three bullets.

"According to the post mortem report, there were 12 injury marks, including lacerated wound, abrasion and entry and exit bullet mark," IG Law and Order Rajkumar Vishwakarma told reporters here.

He said that the bullet injury was on the midline on the back of chest with exit on the right of the chest.

On the question of Haq's wife demand for a second autopsy, the IG said it depends on the investigating officer and there was permission of the court was needed.

Parveen Azad, wife of the slain officer, has said she saw several bullet wounds on her husband's body.

The Uttar Pradesh government had sent a letter requesting for a CBI probe into the killing of the DSP.

"The state government has sent a letter to the centre in connection with the CBI inquiry into the Pratapgarh case," ADG law and order had told newspersons here.

The ADG said that all the four FIRs filed would be handed over to the CBI.

"Until the bullet is found nothing can be said whether it was fired from the service revolver or not," the ADG had said adding that there were no other gun shot injuries on his body.

The post mortem examination on the pradhan Nanhe Yadav has found two bullet injuries from a .315 bore gun and a country made weapon while his brother Suresh Yadav's body bore pellet injury marks on the groin, the ADG said.

"In the case of 12 bore shots at times it could be told, but in the case of other bores where the bullet went through the body it was hard to tell," he said.

Meanwhile, Uttar Pradesh Chief Minister Akhilesh Yadav was non-committal on demands by opposition including by arch rival and BSP supremo Mayawati for the arrest of Raghuraj Pratap Singh alias Raja Bhaiya, who is facing conspiracy charge, saying action will be taken against those found guilty.

The UP police struggled for a breakthrough in the killing of DSP Zia-ul-Haq, Circle Officer in Kunda from where Raja Bhaiya is a five-time MLA, by a mob in Pratapgarh on Saturday when he had rushed there after a village head was shot dead over a land dispute. The slain officer's wife has alleged that Raja Bhaiya, who resigned from the state Cabinet after an FIR was filed against him, had a hand in the attack.

In reply to a question, Vishwakarma said a further probe would reveal whether or not the killing of Zia was planned.

"Now the case will be investigated by the CBI," he said. The state government has already sent a letter to the Centre seeking a CBI probe.

Describing the killings of the DSP and a village head as "very tragic", Akhilesh Yadav said things would be clear only after completion of the CBI inquiry for which the state government will fully cooperate.

"A proper enquiry is happening. In that everything will come out. If there is any conspiracy done by anybody it will come out," the Chief Minister told reporters after visiting the family of the slain village head Nanhe Yadav in Kunda.

"Action would be taken against those policemen who fled away from the scene....Those who showed weakness. Action would be taken against those found guilty," said Akhilesh.

Mayawati accused the SP government of trying to shield Raja Bhaiya and demanded his arrest.

Terming as a "heinous crime" the killing of Zia, the Centre asked the UP government to submit a report into the incident and ensure strict action against culprits.

 If the Gundaraj Pratap Singh's involvement wasn't so clear why did he resign and why did the government accept his resignation?

Killing of an officer of the rank of Deputy Superintendent of Police is very uncommon. This can happen in the evnt of serious disorder and anarchical situation of a rioting mob with police not being in a position to contrl it. Did such situation arise following the murder of the panchayet head? He had gone to supervise the situation and in such case the DSP's murder must raise serious and tough questions. This definitely warrant investigation by independent agency which is not under UP Government. 

Even then the enquiry may not be fair. We know what happened to Nithari cases investigated by the CBI. Moninder Singh Pandher, whose house is the scene of crime conspiracy and crime.  The CBI investigation in Rizwanur Rahman, who was killed in brought daylight in Calcutta. He had married a Marwari girl.

After investigation, the CBI concluded that Rizwanur had committed suicide. The father of the girl he married was close to the CPM, who  exerted strong influence in the investigation thro' various ways.

Dr. Parveen Azad would be fortunate if the CBI does not fall to pressure, possibility of which is very high.
