Accusing the Delhi Government of total failure in "all fronts", newly-appointed Delhi BJP Chief Vijay Goel today promised to cut power tariff by 30 per cent if the party wins the assembly polls later this year.

"The day on which BJP comes to power in Delhi, power tariff will be decreased by 30 per cent," Goel said, addressing his first press conference after assuming his new responsibility.

Hike in power tariff is likely to become a major issue in the run up to the assembly elections slated to be held in November. AAP's Arvind Kejriwal had already announced that his party would fight the Delhi Assembly polls focusing mainly on hike in electricity and water tariff.

The power tariff in the city was hiked by 22 per cent in 2011 followed by five per cent hike in February last year. The tariff was hiked by up to two per cent in May last year and again by 26 per cent for domestic consumers in July last year. The tariff was hiked by up to three per cent last month.

Indicating that hike in power tariff will be one of the major issue for BJP, Goel warned the Delhi Government not to hike the tariff again and said he will launch a "Bijli Andolan" in the city if such a decision is taken.

"We will announce date of the Bijli Andolan Rally in Ramlila Maidan on the day the tariff is increased. The discoms and the Delhi Government have been putting excessive burden on the people of Delhi and we will not tolerate it any further," he said.

Goel, who served as Minister of State in the Prime Minister's Office in the Atal Bihari Vajpayee-led NDA government, accused the Congress government of total failure in all fronts and claimed he has "solution" to all the problems of Delhi.

Sounding poll bugle, the senior Delhi BJP leader said the party will pay more attention to "40 lakh people living in unauthorised colonies, 30 lakh people in JJ colonies, 10 lakh people in slums and 5 to 10 lakh residents of villages where no development has taken place during Congress' regime."

Goel said BJP will present a report on key issues within a month and form various committees on them.

"On the basis of these reports in one month we will present the schemes for solving the problems before the people. Our role is not only to criticise the Government but we want to present an alternative model," he said.

"We want Delhi to progress in the same way the BJP-ruled states like Gujarat, Chattisgarh and Madhya Pradesh have progressed. In Gujarat, electricity rates have not been raised for 12 years. Still the electricity companies make profit. Why the tariffs have gone up so much in Delhi?," said.

Giving an example of his alternative model, Goel said Delhi has been facing lot of problems due to multiplicity of authorities which needs to be ended.

"There are 11 police districts in Delhi, 12 zones of MCD, 11 Revenue districts and seven Lok Sabha seats. We shall make 14 equal divisions of all the bodies in Delhi so that two divisions fall under each of the seven Lok Sabha constituencies," he said.

Lambasting the Delhi Government, Goel said "though Sheila Dikshit claims Delhi to be on par with Paris, actually 80 per cent of the city is in the slums where she has never gone."

"In these areas even the most basic of facilities are not available, what to talk of Paris. The Sheila Dikshit government claims that they are supplying 226 litres of water per person. But the ground reality is that more than half of the capital is thirsty," he said.

The BJP leader also accused the Congress government of resorting to "fraud" in offering provisional regularisation certificates to unauthorised colonies.

"Dikshit is not aware of the fact that how much fraud she is doing with the people of Delhi. Forged provisional certificates were distributed to the unauthorised colonies but not a single colony has been regularised till now," he alleged.

Goel said the government plans to improve the rural roads at a cost of Rs 400 crore to secure votes.

"She wants to secure the votes of the people by falsely promising Mono Rail, distributing gas cylinders, allotting flats under Rajiv Ratna Aawas Yojna and many more promises," he said.

"The BJP does not believe in making false promises. I believe in talking directly with the people. I am determined to bring improvement to the lives of the people of this city by good governance," Goel said.

He also slammed the Chief Minister for failing to take any concrete measures to contain crime against women despite huge public outburst in the wake of the December 16 gangrape incident.

"She is making false announcements to grab power for the fourth time. This is not fair," he said.
