Nitish Favours Quota for SC/STs in Promotion
With Parliament set to take up Amendment Bill to restore quota in promotion for SC/STs, Bihar Chief Minister Nitish Kumar today said he favoured the legislation.

"I and my party JD(U) is in favour of the Bill for restoration of quota in promotion for SC/STs," Kumar told reporters emerging from his favourite "Janata Ke Darbar me Mukhya Mantri" programme here.

He said Bihar has already made such provision.

"The condition of SC/STs has still not improved to keep them away from reservation," Kumar, who is senior JD(U) leader, said giving justification for his argument in favour of the Constitution Amendment Bill to restore quota in promotions for SC/STs.

On Congress-led UPA government's victory on FDI issue in Parliament, Kumar said the vote garnered by it in both Houses of Parliament prove that allowing foreign investment in multi-brand retail does "not have the backing from majority of parties."

"The UPA has brought FDI as part of its stubbornness but it is not good for the country as it will leave a large number of marginal traders jobless," he said.

Kumar said FDI could be allowed in infrastructure sectors like rail, civil aviation or roads but not in retail.

"The UPA government's persistence with the FDI in multi-brand retail is unfortunate from political and moral point of view", he said.

On multinational retail chain Walmart reportedly spending a huge sum of money on lobbying for FDI, Kumar said it should be probed and suitable legal action initiated based on the findings.

Asked to comment on RJD MP Raghubansh Prasad Singh absenting from vote on FDI against the decision of his party and whether JD(U) would welcome the former Union minister into party, he said "it's a one-man party of Lalu Prasad who does not listen to anyone."

On death of 15 persons in Ara due to consumption of hooch, Kumar said the incident was comprehensively probed and stern action taken against culprits.

Kumar said personally he was in favour of prohibition, but said it was not possible as policy decision.

"Such a step was taken in the past in Bihar but it could not succeed and ban was lifted," he said adding the ban on liquor in many states have not been successful due to smuggling of alcohol there.
