Centre to Amend IPC to Criminalise Private Sector Graft
The Centre plans to bring an amendment to the Indian Penal Code to make corruption in private sector a criminal offence, Union Minister V Narayanasamy said today.

"We want to bring out the amendment to the IPC to check corruption in the private sector," the Minister of State in the PMO and Personnel said at a session on the second day of the Conference of Editors here.

The Home Ministry was preparing the Bill which would be tabled in Parliament in the Monsoon session, he told PTI.

Earlier, taking a dig at the media over its coverage of the Lokpal Bill issue, Narayanasamy said it created a hype over social activist Anna Hazare's campaign for an effective anti-corruption watchdog.

"Too much coverage by electronic media will not be in good taste..Recently, media made (Janata Party President) Subramanian Swamy 'hero' ahead of the judgement (by CBI court on his plea to include Home Minister P Chidambaram an accused in the 2G case). But what happened after the judgement, he was made zero..Everything was forgotten," he said.

Later speaking to reporters on the concluding day of the conference, Narayanasamy charged BJP and other opposition parties with adopting 'contradictory stands' on Lokpal bill. They were all for it outside Parliament,but taking a different stand in the house, he said.

"The BJP and other opposition parties want a weak and ineffective legislation", he alleged.

Narayanasamy referred to various 'path breaking' initiatives launched by the UPA like Right to Information Act, electoral, judicial and administrative reforms and also the Whistleblowers protection bill, which would be taken up in the coming budget session of Parliament.

He said the government had set up 54 courts and would add another 71 more to handle CBI cases after it found that there are 10,000 cases of the agency pending before special courts.

Narayanasamy said provisions had been made for states to set up special courts to dispose pending cases.

He also spoke of the need to have an open mining policy to prevent corruption and said a bill would formulated which would be on the online tender basis.

The Public Procurement Bill relating to purchase material for Central government departments and PSUs would also be introduced in the budget session. The Bill had been drafted by Finance Ministry and would be introduced in the budget session of Parliament, he added.
