Early alerts don't do a diddly with the utter incompetence of the Indian intelligence agencies. 

Where are the preventive efforts and pre-emptive actions BEFORE the bombs find their innocent targets?  

The intelligence agencies are now sending folks to study the "trigger" mechanisms..  To do what?: Write a scientific report on how smart the terrorists are, and then pat each other on their own backs for a job well done?  Go and tell that to the victims' families!

Pre-emption can be enforced only by massive penetration of these terrorist organizations and interdict and neutralize their plans long BEFORE they wreak havoc.  Looks like a tall order to ask Indian intelligence agencies, and a long way to go before they get anywhere near it.
